Can't activate Divine Vessel

I'm trying to input a divine vessel for the Sunken city boss and I'm getting a pop-up that I've already got that boss captured, but I don't have the soul in my pantheon. I've checked all my master benches and
the templar lab and I don't have a filled vessel hiding anywhere...
