Annointments do not work

Hi, i did big Investments in some Annoint only Annointments. And they seem to not work. For example Vengeant Cascade. I see no Projectiles returning to me.
I tried it with different Skills Tornadoshot, Elemental Hit, Cobra Lash. And never wether in maps nor in hideout do Projectiles return to me. Am very Dissappointed, cause i was looking forward to this big buff. In Skilltree the passive appears but unallocated, if i have free points it says requirements not met. I tried with different chars also one from Blight League. Who has done Cassias quest. Pls care about my Complaint.
