Borderless Windowed & Taskbar Interaction

I have seen a few applications that seem to have difficulty retaining their window infront of the taskbar when it is along the top of the screen, however most can be fiddled with to ultimately achieve a regular bordlerless windowed experience.

PoE's algorithm for generation the borderless window seems to start in the wrong place though, and pushes the window downards the 20 or so pixels that make up the taskbar. (it looks like the origin height is derived from the outside edge of the taskbar, not the top of the screen)

I didn't submit a ticket, but I can if that information is somehow beneficial.
