If 20-30 is the range of Global Crit Chance on a spiked arrow quiver, then yes, that's the range Blessed Orb will roll the value in.

Divine Orbs reroll all the other mods within the range of that tier of the mod. It won't change the tier, so the best you can hope for is the highest value of that tier. You reroll all mods at once. There is no way to only reroll a single mod.

You're correct. A blessed will reroll an implicit mod, which is the stat barred off above the other mods, and a divine orb will reroll the other stats.
