Need help fixing contant stuttering/microfreeze problem

I havent played the game for over a year because the game was stuttering( freezing for a splitsecond) very often and is just ruined the fun for me.Now after upgrading my pc recently I thought this issue might be fixed,but it still is not.
Basically the game stutters everytime I use a skills for the first time,a new enemy is on the screen,enemies use a new skill, necromancers revive other mobs,bosses use their skills,these "shrines" that electrify the ground next to them and often when I hit multiple mobs with my skills. All while my framerate is relatively stable ( I use vsync,but I tried without using it,and it didn´t make any difference) Even when I get like 120 fps,the game still stutters really often,while the fps drops only to something like 100 or 110fps. I play on this pc: i5 4460 3.2ghz r9 270 2gb 8gb ram ssd The game is installed on an ssd (someone sayd this might help,but I couldnt see any big difference) and I play on low settings. I also tried playing without sound (again someone suggested this),changed the log.file to read only,tried different drivers but nothing worked so far. There are no similar issues with other games,only with poe and it also happened at the release of the open beta.I really want to play this game,but with these annyoing freezes its just not really fun. Does anyone have any ideas how I can fix this issue? Please dont just say : GET A NEW PC! .Because thats almost exactly what I did... Edit: Here is a screenshot of it. " I paused a few weeks to play PoE and played other games, some older, some newer. When I came back I suddenly got Runtime-Errors, crashes on Loading-Screens, Exception Errors and Music stuttering or parts of it looping endlessly. I did the pack check and the steam file security check but both said that all is fine. After some investigations I at least figured out what helped me, though not what the exact problem is: In my case it was related to Microsoft Visual C++. Some games I installed, especially the ones via steam, also installed other versions of C++, and this caused the problems. For testing purpose I installed Visual C++ 2013 and had severe problems to even get to the login screen. I uninstalled it again. What to do? Go to your (Steam/SteamApps/Common/)Path of Exile/_CommonRedist/vcredist/2010 folder and double click the x86 file (for 32bit systems) or x64 file (if you use a 64bit system), then choose the repair option. and i run core i7 4770 quad gtx 770 16Gb ram tried everything .......... Knowledge is power. Guard it well ,Blood Ravens.

" Every new combination of shader effects needs to compile a new shader program in the GPU (which is then stored in shader cache for faster access) and this can make the game momentarily stutter. Your GPU seems more than adequate for making those shader compilations smooth, with 1280 cores at 925MHz. You might be bumped down to power saving mode or something when this is happening, it would be nice if you could tell us a lot more about your system. Please also run dxdiag and post the report here in Spoiler tags. BalcArrow, I think you should start a new thread with your own dxdiag report, so people don't get confused here.
