Remove and re-add PathOfExile to your built-in Windows Firewall.

have tried that did not work
What sort of network are you on? Is it a standard residential network, or is it a managed network like a corporate/campus network (where there is a network administrator responsible for configuring connections and hardware on the network)?

I ask because in standard home/residential networks, they're mostly just a router/modem and either wireless or wired connection to the PC directly. You are responsible in that case for configuring the router/modem and ensuring that it behaves appropriately. In the case of a managed network, they often have additional layers of security in the form of firewall and gateway hardware which can prevent some things from working properly (usually intentionally, but not always).

It's not at all uncommon for people to attempt to play PoE or other games from their dorm room or somewhere else on campus and have it not work at all (due to these network restrictions) and they don't usually understand why without explanation.

If it is just your standard home internet connection, then it is likely something in your PC or network configuration prohibiting the server hand-off to connect between instances.

Then there is something on your PC or a configuration on your router/modem that is preventing the changing of instance servers.

Are you running any other antivirus/firewall/security software besides the built-in Windows Firewall?

Do you have any custom port-forwards set on the router that could be blocking the server hand-off? Do you have the firewall enabled on the router/modem? Does it show any log failures when you are attempting to connect to a different instance server? Have you already power-cycled the hardware just to make sure it isn't "stuck"?

no portforvards and i am only running AVG as a antivirus. and i have not changed anything on the router so i dont know if theres a firewall or not
Did you try completely removing/disabling AVG and see if the problem persists?
