Vaal side area isolated spawn

In The Fellshrine ruins, a vaal side area spawned which at first I thought was unreachable:

My guess Is that the unbreathing queen prophecy took the area that the vaal area was going to spawn in, so the map made this new isolated area, only reachable by lightning warp.
