Oskarm Dropped 15 Item Levels Lower than Equip able Level

Late last night the Oskarm, Nubuck Gloves dropped in Darreso's Dream in Act 4. Didn't think anything of it at first until i checked the equip able level. The item level is 37 while the required level to equip is 52.

This is not a bug.
Almost anything can be dropped at anytime. Almost. Item Level of an item only indicates the enemy level that this item dropped from. Level requirement is fixed, and does not determine the zone it can be dropped in. There are some items that have exceptions, but for your case, you got extremely lucky, and can find some really willing buyers to pay a pretty penny for that item! Good luck!
