Divine Vessel Turn-in not granting passive skill

I turned in a blue divine vessel to Sin for the Capture of Arachnoxia. Yes, the vessel was blue. Sin had the exclamation point above his head, turned it in. No passive reward. Super weird. Here's his dead body.

This was in a map right? i ask because i don't see map mods in the pic with the corpse

" Map mods only appear when I toggle "overlay map". They are not normally up in my UI. |

Been playing this game forever. I'm not trying to squeeze you for a vessel. Lol. Just letting you know what happened. I took the blue, full version out of the map machine, went to Oriath, talked to Sin (he had the ! over his head). Pantheon pops up to show me my newly acquired passive after I click, and it's not lit up.
