Spectre -> Host Chieftain doesn't gain power charge from his own MassPower cast

Issue #1:
As title says, the Host Chieftain ape doesn't gain any power charges himself from his own casts, but if you have 2 of them they buff each other.

With Host Chieftain & Carnage Chieftain Spectres together, I see both (all minions + myself) gaining Frenzy charges as intended from the Carnage Chieftain, but the Host Chieftain doesn't get any Power charges for himself (while everybody else does).

Since visually they (Host+Carnage) are identical (and therefore impossible to see who is casting what on who), it is easier to test with just 1 Host vs 2 Host spectres together.



Issue #2:
The new 6 sec cd on the Host Chieftain's MassPower is honestly a bit too low, same problem was/is with the Carnage Chieftain's MassFrenzy.
With how slow they are sometimes at moving & not aggressive enough at attacking (even when surrounded by enemies sometimes), they often miss casting their buffs, so you often lose all the stacks. Frustrating when you're trying to rely on using them to buff your other main dps minions.
Would suggest lowering the cd to 3 secs to hopefully make it a bit more reliable.
