Hi there i seem to have encountered a bug with the new unique "The Garb of the Ephemeral".
As a bit of a preface i wanted to use this new chest since it was unveiled to create a HOWA character in league for bossing. I did a bit of research and found a table on poe.db that had a list of the available synthesised implicits and the required item stats in order to obtain them.
The stat that interested me the most for my build idea was the %increased energy shield recovery rate mod that has a listed mod requirement of % increased energy shield with a roll range of 401% - 1000% (meaning across the three items you are synthesizing you need to have % increased energy shield rolls that total withing that range).
With this information i purchased 2 energy shield chests that had 90% increased energy shield as the fractured mod then reagaled/annuled them so that was the only mod on those items to prevent any other mods from being considered.
with the 223% increased energy shiled that was rolled on the garb of the ephemeral i had that totaled %403 across the three items, brining me inside the roll range for the synthesized implicit I was chasing.
After synthesizing the items together however the garb came out with an implicit of 19 - 20% increased energy shield, which is one of the lower tier implicits for fractured items with % increased energy shield.
What I think has happened is that the implicit was rolled off of the mods on the two rare chest pieces used rather than including the fractured mod on the garb of the ephemeral into the calculations. Not sure if this isa bug or not due to not knowing that the poe.db tables are 100% accurate ( a quick test with some helmets i did beforehand seems to indicate that it is somewhat accurate) so i just wanted to post the results here to get some confirmation that the outcome I recieved was intended or if it is something that is bugged.
