I swear I've seen things ignited while playing my summoner who uses no fire spells. I might be crazy... but I think it can.

Pretty sure it can't, but I use a Chance to Ignite gem for my zombies.
Wonder what critical weakness would do? IRON MAN

It has 0% chance to crit.
Critical Weakness can add 5% to that, in which case it would be able to crit, in theory. | |

If I use minion instability and have 5 power charges on myself then cast critical weakness on mobs, will my minions have higher chance to crit (0.05*total crit chance in gear & passives) when they explode?

Power charges will not affect it, you have the charges not your minions. Chance to ignite, freeze, shock, do not depend on crit, but on % of health damaged by the hit(with passive nodes increasing chances)

? no, it's not an attack, and it doesn't specify minions so it wouldn't affect minions anyway. To my knowledge there is no mechanic that transfers amulet stats to minions.
