CWDT does't work, help me understand what is the reason

It seems that everything is ready, but it works very crookedly, namely - sometimes skeletons spawn and mana/hp is constantly consumed. Bottles are not used. What I have: 1. I was able to reach 27% cooldown speed 2. Gained 100% immunity to shock for Stormshroud to work 3. Bottle of Olroth's Resolve has 41% 4. Balballa +10% and +10% to receive charges for flasks 5. Upon first inspection, I think it's because you have 5/5 flasks
You might need to remove the life flask to make it 4/5 and activate the Traitor Keystone "For we are not now that strength, which in old days moved Earth and Heaven. Your flask uptime is nonexistant as the traitor keystone does nothing for you since you have life flasks slotted in, you have to ditch those for starters. (You can check your flask uptime by hovering over your flasks in PoB)
