Regular bosses should have a chance to drop 1 uber fragment

As the title says, I think the t17 granting access to ubers is fine, and should probably stay the main deterministic way to do so, but I think it would be nice if the regular version of the boss had a chance to drop 1 fragment of their type, so when you farm a lot of them you can occasionally fight the uber version.
