Massive FPS drops in parties

When playing a bigger parties I experience massive FPS drops that are at least as dangerous as desync.

They typically occur when certain skills are spammed like Lightning Strike, Lightning Arror, Spark etc. etc. So skills with many effects that are rendered at the same time.

I first want to make some obvious stuff clear to save everybody's time here:

-It's really a FPS issue: The FPS drop down to 0-10 when it happens
-It is not lag: My ping is always around 15-20, also when this issue occurs
-It is not my computer. My computer is fine and I can play games that ask a lot more resources than PoE
-It is not an outdated driver: Reinstalled latest version
-It is not a driver setting: Driver settings are configured to not override application settings (also tried everything)
-It are not game settings: Tried everything and nothing helps
-It has actually been confirmed by PoE although I cannot find the post. They've said that the animations for certain skills will be improved

So what is the status? Everybody complains about desync but this issues is at least as dangerous as desync for me.

Are there more people who experience these FPS drops?

I am using an Ati HD4850 512MB, I have 6GB RAM and processor Intel E7500 Dual core @ 2.93GHZ
