This shield can have 4 sockets correct?

I might be misremembering, but I have a feeling that once upon a time, a very long time ago, 1h weapons and shields could get 4 sockets, and it was totally OP. Its entirely possible I just made that up though. Can anyone confirm?

Yeah, shields - tower shields particularly - could get more than three sockets; this was removed around the timeframe where they made support gems only affect the skills in the same item... which, in turn, was I believe before closed beta.
