Does the damage multiplier of slower projectiles support gem affect the blast damage of explosive arrow?

yup, same thing with Poison Arrow's cloud.


EA's explosion scales with projectile, AoE, fire, and elemental modifiers, but it's not an attack or a spell and therefore won't scale with modifiers that require attacks/spells. The explosion is considered 'secondary' damage (which cannot be blocked or evaded or dodged, btw).
