is it possible to chance a Divinarius?

the wiki says it need Ilvl 71 to spawn as a drop, so is it chancable with Orb of Chance?

Chance Orbs ignore ilvl restrictions.

The thing you have to worry about with Chancing Uniques is drop restrictions, like Doryani's Catalyst, which is restricted to drop from Atziri only, or Starforge, which is restricted to drop from The Shaper only. Divinarius, thankfully, does not have any restriction of this type, so you should be able to Chance it from any Imperial Skean. Good luck!

Don't bother Chancing anything that isn't a Void Battery or Skyforth.

Even then, it's not really worth it.. Just a fun gamble to do when a white Sorcerer Boots and a Chance Orb drop in the same Map.

The chance of using a Chance Orb and getting a Unique Item, even for the most common Unique Items, is very low. You could easily use 100 Chance Orbs on Crude Swords and never get a Redbeak.

The chance of using a Chance Orb and getting a Divinarius is much, much lower than the market value of a Divinarius, which is to say that the "expected number of Chance orbs" is much, much higher than the market value of a Divinarius.

Which is to say that, unless you absolutely hate trading with other players for items, you shouldn't Chance any Imperial Skeans.

If you want to risk it, I'd guess you will use 242 Chance before getting a Divinarius.

You can buy one for ~6c in ESC. To buy 6c, you need ~40-45 Chance Orbs. It is VERY unlikely that you will chance Divinarius in 45 Chance Orbs. :-) Unless, of course, you are playing self-found.

BTW, is my thinking correct: % to chance an item is bound to its drop chance - rare items are harder to chance.

It is worth it, strictly speaking. We're pretty certain that the average number of chances required to hit a tier 1 unique is somewhere in 4 figures, and Skyforth is worth more than that. However, the likelihood of the average PoE player hitting one in the time they play the game is low enough that it might not be a sensible plan regardless.
