Yet another Vaal Pact balance idea
" youd be surprised, I think its more about the way you build than the cost of the gear to a large extent. I never really get that high, personally I dont PoB my dps, I just go on tooltip, so my actual dps is probably higher than im seeing thanks to curses, penetrations, damage taken modifiers, stuff thats not displayed. But its not making that big a difference, im often running weapons that cost maybe 150 to 200 exalts and I might have 250k tooltip dps. I see a build guide quoting a million dps, look inside, their gear is way worse than mine. but they just have a very dps focused tree, they got 2k less life, they got 4 dps flasks and Im using 1 and not even counting that in my tooltip damage, they maybe have something like an abyssus that Id never use etc. but their gear is, you know, like 10 exalts maybe all in and theyve got twice my damage yet I might have 500 exalts of gear on. the idea of a relationship of a % nerf to dps is interesting, its just about finding a way to do that which is easy to understand for everyone in a single line of text so people look at the node and get it instantly. " for sure. And hey, thats just my opinion, they could well just add a % nerf on it. Something has to change, personally I hope its not that but whatever it is, I think most of us hope its something, anything at this point just lets find a way to break the vp spell the game seems to be under. I love all you people on the forums, we can disagree but still be friends and respect each other :)

I think balancing vaal pact by making it hurt your dps is an obvious solution, because it doesn't dilute its ability to be used as a reflect counter.
So I think I should clarify I'm suggesting the players damage scales down not on how much they have leeched recently, but on how many hitpoints have been actualy been recovered recently, i.e. if they never take damage they never get a damage penalty.
