Unbearable Whispers V - Bugged, Cannot Proc

Cannot proc this prophecy. Have tried merciless lab once, and uber lab three times. All of which have been unsuccessful. The prophecy drops Inya's Key and it appears the only way to obtain the key is through Delve or Betrayal safehouses. The current price of Inya's Key is 132 chaos, where as the prophecy is only 10 chaos. This suggests other players have found the prophecy to be bugged, and the key only obtainable via Delve and Betrayal (which explains the lack of The Pale Council items on the market).
