The gem links in your helm are wrong, the levels are wrong

For your 27% cdr, do this

Summon skeleton level 11 + CWDT level 5 + Minion speed any level 20 quality + 4/20 less duration

Then you have very less life

Since you are using normal CWDT, you need 3625 life
Try divergent cwdt, it needs 2510 life.

If you cannot afford divergent CWDT
Instead try using 2 heartbound loop rings, your build will then work with 1700 life.
