Dont know if this is the right place, but help

You need to get the Decanter Spiritus from the marketplace before you can complete the quest. The plum is one of two required items.

Fairgraves will spawn with his ship docked right beside the waypoint in the docks if you collected the allflame and killed fairgraves in act 1.
If you Did so you can find and talk to him in the docks in this location and he requests that you gather the second item.
The two items are the decanter spiritus (Found in a chest in the marketplace ruins), and the Chitus Plum(Found in the hedge maze).

If you have visited the docks, and cannot see fairgrave docked right beside the waypoint, then regardless of anything you may of though, you truly havnt completed the quest in act one and your best bet would be to quickly reclear it to make sure.

I would imagine your quest log shows all quests complete, so you think you have completed them all, when in reality you obtain the quest from inside the zone (ships graveyard). Its also possibly even though you killed him you never handed the quest in at Bestiel(Sp).
I would also recommend you talk to him(in normal)

Follow these steps.

1. Go to the Docks area. Right next to the waypoint is a set of stairs leading down to a small area. If Fairgraves is there, continue to step 3

2a. If he is not at the docks, go to Lioneye's Watch in Normal Act 1. Speak to Bestel and see if there's a reward you did not collect. If there is, collect it and continue to step 3.

2b. If there isn't, go to the Ship Graveyard in Normal Act 1. Once there, follow the shore line and you should see a ship and a small plateau. Fairgraves should be up there. Talk to him and he'll tell you to retrieve the Allflame from the Ship Graveyard Cave. Once you've done that, bring it to Fairgraves, then return to Lioneye's Watch and speak to Bestel. Once you've accepted his reward, continue to Step 3.

3. Next go to the Marketplace. Here you're looking for an Ornate Chest which contains the Decanter Spiritus. It's hard to find, so check every market stall. It is not in the sewers, so don't go down there, and if you don't have it, it's guaranteed to be somewhere in the map, so don't reset the instance if you can't find it. Once you've found that, continue to Step 4.

4. After you've made sure Fairgraves is in the docks now and retrieved the Decanter, you can now complete the quest by speaking to Fairgraves. Congratulations.
