Help me 2.5 life based arc elementalist on a budget

it is just theory crafting before i start playing,i need to check with you before i start playing it

cold pen/added lightning dmg/ice bite/mana leech

4l lightning wrap-rapid decay-faster casting-reduced duration

4l cast when dmg taken-immortal call-inc duration-golem (either ice or lightning)

4l herald of thunder-cast on hit-warlords mark-assassins mark

3l vaal clarity-vaal haste-inc duration

3l arctic amrour-orb of storms-power charge on crit

when uber lab is done i will need one free socket for the other golem, maybe in a ring?

uniques needed call of the brotherhood for freeze and shock, Maligaro's Virtuosity for the crit (i dont have enough currency for acuty )

the other items will be rares, high crit wands, or daggers?
