A few things:

1. have you tried using the DX11 client with multi-threading enabled? You have the same processor and GPU as me and I find the DX9 clients unusable.

2. The Driver you're using for the GPU, is it the version that comes via Windows update? If so, I'd suggest using DDU, in safe mode, to uninstall this and update to the latest 17.3.2 drivers.

3. In 9 out of 10 crashes where E_OUTOFMEMORY is concerned, the pagefile - or lack of one - is the problem. From your DXDiag, your pagefile seems quite small. Can you check the settings and report back.

Edit: Just a thought, if you switch to DX11, you might want to try with multi-threading on and off, as the recent fix for this client doesn't appear to have completely fixed some problems.

i would always use the amd site

for your pagefile settings: leave them on auto if you have enough space on your hdd (and you actually have enough).
