On an old character, Alira not dropping amulet and Eramir doesn't have books?

I want to help Oak, but Alira isn't dropping her amulet when I kill her. The quest still seems to be active. I thought maybe I had done the bandit quest before but Eramir doesn't have anything to offer me.

When I click Alira she fights back straight away with no option to help or kill her, which would be fine if the amulet dropped.

When I click Oak he gives me the option. I click help, but yeah, nothing from Alira.

Any ideas? Have also tried re-entering into a new instance.

All this happens with Kraityn as well.

Confirmed. It seems that the option to rechoice bandits (pre-taken to Eramir's passive) is not available. Needs to be looked into!
