Veiled crafting mods

Why do i get the choice to unlock a mod i have already unlocked?
I have got this one several times now.

Do i need to unlock it for each weapon or what gives?

See here for a mana mod. I already crafted a better one in the beginning of the league on my gold ring. Today i got this one that is worse.

No one knows what is going on?

More questions. Few answers. I don't understand how these veiled mod levels work.

I have level 2 minion life/damage? But the progress bar below shows level 4 to level 4 and it didn't move when i selected that one nor did it upgrade to level 4.

Level 3 chaos penetration but it doesn't seem to upgrade beyond level 1?

Also how can i have level 2 non aliment chaos damage multiplier when the progress bar has not reached level 2 below?

Nothing in this image makes sense to me. Here it shows i have level 4 armour during soul prevention but the progress bar shows i am between level 1 to 4. WHy is it 1-4? Shouldn't it be showing 3 to 4?

Why isn't it showing any number for the other 2 mods i have?

Some short comments:

- when you ask Jun to unveil something, you choose an outcome. It is not only to unlock mods but also to gain them for free. That's why as you progress you will increasingly "gain" less recipes.

- level X to X, no idea why.
- level X to X+n, maybe because that item allow for a higher level recipe?
- the remaining weird numbering, no idea
- honestly it could be bugged for all we know. Likely bugged.
- haven't encountered anything like what you are showcasing so far.

- I think not showing numbers means that it's already at max level. Or so I heard somewhere.
Would be nice to understand what i am doing in this league. It's been a month and i'm still none the wiser about this veiled stuff.
Okay, I'll try to enlighten you.

If a item drops with a veiled mod, it internally rolls 3 mods in stead of one. This works like with every other item. you may have got already a top tier life mod on a rare item, but this doesn't mean you'll get this mod now on every rare with life.

If you unveil the item, the game shows you the 3 internally chosen mods, and allows you to pick one of them.
If you haven't got the mods on max level already, it shows you a progress bar. the increase in progress depends on the roll on the item and the level you have already got.

if you got lvl 3 and the item got a lvl 1 roll, this will result in a very small progress gain. Btw, lvl 4 is afaik the maximum, some mods even got a lower max value. If you choose a mod with already max lvl, the progress gets lost (this part should be logical).

If you have unlocked a mod, this mod counts for all item types, it can be crafted on. If you have unlocked for example fire & chaos resistance lvl 1 on a helmet, you don't need to unlock it for rings again.
You say Prison Cell, I hear 'Holiday'.
So you are saying the veiled mods i get on unveiled items aren't always the highest unlocked level? Is it random if i get a level 1 roll or level 4 roll?

For example the gold ring in my first post. I have previously unlocked a higher level of mana/damage goes to mana and in this case i unveiled a lower level roll? Why does it then say level 1 on the left side? What does this mean? Also why is the progress bar out of order? Not showing any numbers or progress?

Can you or anyone else who seem to understand this answer the questions i asked in my previous post.
That would be very helpful to be able to understand this mess. Thank you.
Sorry for being a slow learner.

From what I (think to) understand from kompaniet's explanations, and from my own noticings:
-I think the number left to the mod represents the tier of the mod itself, ranging between 1 and 3.
-the number at left on the bar is your actual achieved rank/tier of this mod, while the number on the right side is showing the possible progress, aka if a next-tier mod exists. Since I never seen a 'left' "4", it could mean that you dont get offers for mods you have already maxed out?

The 'effect' of a low-tier mod on an already higher progressed affix could be that your progress bar on this is not going fully to the right, as I could notice multiple times so far? (so, the white line would show how much progress you will get)
