HOWA ST build help (Newish Player)

Hello, I am a new(ish) player, been playing about 5-6 weeks now. With that being said, I know some main points such as defenses being really important but I still don't know how to tell if a theory is good or not. Due to this, I have no clue if my idea has any merit, also note I don't think my idea is unique at all, I just wanted to make my own build and this is what I came up with.

So the premise is dual wielding HOWA with Spectral Throw. Then use tons of elemental damage with attacks, intelligence + dexterity for HOWA, and the like for damage. Most of the damage would be through lightning dmg of the HOWA with bonuses.

Idea for linking Spectral throw is
Spectral throw -> Greater multiple projectiles -> Elemental damage with attacks support -> added Lightning damage -> Innervate -> Lightning Penetration

With this, I could use herald of thunder and wrath as auras (75%) mana reserved

I've seen Cast When Damage Taken + Immortal Call and Curse On Hit + enfeeble for taking less damage overall. I don't know when one or the other is better, or if running both is good.

My questions are,
How viable is a build like this?
Any alterations to my build tree that are recommended? Is my build tree just trash? etc.
Any good uniques I should know about that could help this build?

I've Seen raider used a lot as well, what are the benefits/Drawbacks of Raider vs Pathfinder? Would Raider be better? If so, should i remove all/most of the flask related points in the build tree?
