Purifying Flame + Storm brand - viable?

Hey all,

I'm currently leveling up using Purifying Flame and Storm Brand, and was wondering if it was a viable strong option for endgame?

Considering Purifying Flame guarantees a Consecrated Ground under the target, which with the Inquisitor Ascendancy Sanctuary; gives 10% additional damage and 100% crit chance (due to the Cons. Ground changes).

Though I am not 100% sure of the viability of this.

I was thinking the following Ascendancy points:

Instruments of Virtue
Righteous Providence
Inevitable Judgement
Sanctuary
