Elderslayers dont spawn

I filled 4 regions with watchstones and 2 regions with 2/4 watchstones. After that i had quest to search atlas regions with 4 socketed watchstones. I didnt swap any stones to another regions and checked on left pannel (with opened atlas) that elderslayer can be spawned. But they didnt. I googled that problem, and some people said that they had the same problem (in addition low tier maps dont trigger massage that says map tier/watchstones too low). People said that completing low tier maps from regions with 4 watchstones could help. But for me it didnt work. I dont say that i'm not a dumbass and doesnt see obvious things, so if you know what i can do to progress through atlas, give me an advice, please.

I didnt mention that completing high tier maps dont spawned elderslayers as well. I completed like 30 at least without any reaction
