Lock Step - Stop Desync?

Having tried Flicker strike in the past and even shield charge (time to time) Desync has been a serious issue.
(on xbox one x and series x)

Will 'Lock Step' finally fix this issue?

Will 'flicker strike' be useable this league?

If you have a fast connection, lockstep will make it playable.
