Elemental proliferation with chieftain

Greetings, Exiles! Need something to understand, and hope someone explain this to me. Chieftain have passive for explodes, dealing fire damage, i want to do proliferation by that explodes and want to use attack skill. Where i should use proliferation in that type of build? Link it to attack skill or what? Thanks in advance.
