"Content file locked" steam download error

I'm on day 4 of not being able to play and at a loss of what to do. Steam hasnt reaponded to my ticket. When I try to download poe2 it fails and gives me content file locked error message. I tried deleting download cache, I tried uninstalling, I tried launching steam as admin, all things that worked for others, still can't play. Anyone able to offer other advice?

I had this too, and solved it by disabling the antivirus shields until the download completed. Hope this helps.

Encountered topic thread problem 2 days ago. Just submitted Steam support ticket 5mins ago after trying all "internet" possible solutions. Followed Steam commonly FAQ guide steps too without resolution.

AV disable, clearing cache, changing steam download region, admin, all did not aid the cause. Content File Locked still persist .. and game is unplayable now via Steam.

I realise this is an old post but I worked out something different for myself. Riot Games Vanguard anti cheat (League Of Legends) was messing around with the PoE files, wasn't very impressed when I worked it out and uninstalled vanguard. This resolved my issue.
