It gives a 0.4% additive increase, according to my character screen (15.4 speed with 15% boots). Still, should be a 4% increase in any case.

just checked it. It does not give any movement speed at all

same for me.

With 35% movement speed boots and my character screen saying 33%, when i equip my amulet which is instilled with Step Like Mist, it drops me to 31.4%
