on the first day there was 100+ fps, and then it just dropped. Changing the settings does not solve the problem at all. FPS remains at the same level. Changing the rendering method does not help. the fps on the vulcan is the same, it’s impossible to play on dx11

It's been the same situation for two days now
Only the spec is different and the fps is even lower

The game was working fine until the 13th
After that there was a small update in Stim in the downloads and from 80 FPS the game locked at 18-29 FPS

It was tried absolutely everything that can be, but the result is no result

PC characteristics:
Intel i7 - 9700k
Nvidia 1660 Super
16GB Ram
SSD NVme (1Tb)

The funny thing is that before this little patch, everything worked really well, but after killing 6 hours of time in nothing, I want to ask for a refund and forget about this experience.

Meanwhile other Rockstar/CD Projekt/Software/Blizzard games are currently working fine as before.

So do not waste your time twisting the settings in the game, it is unlikely to succeed, and you will not get your time back, wait for a patch with hotfix.
