Passive tree doesn't have any staff clusters.

As sorceress wielding a staff i wanna allocate passive cluster for a staff, but problem is that i can't find any.

Only node i have seen so far is "One with the River" which grants "30% increased Defences while wielding a Staff". But this node is on top of the Quarterstaff cluster, it feels too much punishing to allocate it, because in this cluster you have to allocate 5 nodes useless for staff. And position of this node is far right so its definitely was for Monc's quarterstaffs.

So is this intended? Or are you gonna add Staff cluster somewhere at INT area of passive tree?

There are currently no passives for non-martial weapons.
"30% increased Defences while wielding a Staff" from One with the River currently works with staff and quarterstaff. This may be a mistake (or not).

Technically, now that you made me think about it, you can annoint the "one with the River" if you want.
Anyways I don't think there's any need for staff nodes? They don't really encourage a different playstyle other than "cast spells" and we have spell islands on the passive tree, both global and elemental based. There's not really a reason to lock your weapon when not directly using that weapon-type to attack I think.

I suppose that "one with the River" node is just typo/unclarified and will be changed to quarterstaffs.

Here is my point why staff/wand playstyle should be encouraged:

'Demon Form' gains huge amounts of spell damage, but it cant use weapons. So as a non-demon sorceress i can use staff/wand, but i dont get benefits of it from passive tree.

You're thinking of it backwards. Demon form gives those benefits because it can't use it's weapon slots.

Magic weapons are just literal stat sticks that provide a spell and augment your ability to cast. There are no passive clusters specifically for wands or staves because they do not define and limit your skillset in the same way that martial weapons do, because by wielding either of them, or by using Demon Form, you are specializing in magic by removing your ability to attack with a weapon in exchange for extremely powerful casting bonuses that are not possible to obtain on martial weapons.

Or, to put it another way, demon form doesn't have passive clusters that benefit it exclusively. It's just providing an alternative way of getting the caster attributes that wands or staves provide that make spellcasting viable in the first place, with some tradeoffs and the added flexibility of being able to use it as an "offensive spellcasting mode".

Your equivalent of the martial weapon clusters are the elemental clusters, essentially. Wands and staves have special mod generation rules that restrict them to mods of a specific damage type if the innate spell is of that damage type, or if a mod exclusively benefiting that damage type is already present. For example, a Voltaic Staff cannot roll increased fire damage, or +X to Level of Cold Spell Skills- only the lightning equivalents. A Chiming Staff, however, does not have a damage type affinity by default, but if it rolls a mod that exclusively applies to a single damage type, it cannot gain mods that exclusively apply to a different damage type.

The only casting-related clusters on the tree that favor specific weapon setups are the ones that increase the energy shield provided from an equipped focus (which is a purely defensive benefit), and the Spellblade notable and the small passives before it, which provide spell damage when specifically wielding a melee weapon, and is thus designed for hybrid builds that can't benefit from the casting benefits of wands or staves due to wielding a melee weapon to attack with.
