PS5 Cruel Trial of Sekhemas not available

During Act2 on Cruel after killing Balbala no quest for trial drops thus not able to go to Trial of Sekhemas on Cruel and get 3rd Ascendency.
Tried to navigate to locatian via waypoint but it links to ToS from Normal difficulty with low level mobs.
