Arctic Armour stopped working

Hello,

I have 100 spirit and used Arctic Armour since very early on. Was working fine earlier today and now noticed it doesn't activate. I can enable it but it doesn't activate and doesn't reserve Spirit anymore.
Tried removing and re-adding it to no avail.
Just randomly happened about an hour ago.

PS. Cast on Freeze also doesn't work. I can toggle my two spirit skills on and off and neither activate.

EDIT: It stopped working due to not being enabled on the SECOND weapon. It's odd because I don't have any skills assigned to it but I had to enable CoF and Arctic Armour on the II weapon before it started to work again.

Tried the following to no avai:

Remove and re-equip all skills
Try spirit skills with no support gems
Equip a chest piece giving 50 spirit (numbers in menus increased to 150)
Log out, restart the game, restart console
Start a new character and then log back to the affected one

When I open skills menu it shows a full bar with 100 spirit. When I go to spirit skills to toggle on and off they show up in a little pop out menu with spirit bar on top - that bar moves from 100 to 60 or to 0 as I activate Spirit Armor/CoF. But the main spirit bar above the main skills menu does not change and does not activate skills.

Is my character bricked now?
