Missing weapon support Skills (PS5)

Currently lv 79 all acts in cruel finished but only seem to have 22/24 weapon skill points have gone back multiple times to the bosses that drop these skill books (with help from guides) with no luck. I have a few skulls that aren’t greyed out (visual bug) and have no idea if it is even possible until a fix is implemented. Any info would be greatly appreciated.
