Gain x charges per second flakes don't work right?

I don't think these stats are accurate in game. "Gains 0.20 charges per second" should mean you get 1 full potion flask charge every 5 seconds, shouldn't it?

In game this seems to take a lot longer.

Yep, I think it's bugged as well. It also doesn't appear to go above 0.4, despite having the skill trees allocated to it. Based on gear and skilltree, I should be gaining at least 1.5 charges per second, yet instead it still shows 0.4cps. If you watch the recovery of it, it does end up recovering faster than 0.4cps, as in my test it went from 0 -> 75 in ~50s, but the way it recovers is inconsistent. Sometimes the recovery will stop for 1s, then will jump up 3 charges the next second, then pause again. It's almost like latency is being factored in, however at ~25ms, I don't see that as a probable reason.

It would appear that 'Gain X charges per second' is implemented incorrectly. Based on their findings, they claim the following:

'Gain 0.1 flask charge per second' -> Every second you have 10% chance to gain 1 charge


From comments: 'In my test, it can take 70s or 170s to gain back 10 charges with 0.1 charge per second. With low charge gain, it can be very dry if you are unlucky.'

What?! This makes no sense. Please fix this, or change the wording so it makes sense.

Instead, it seems like each proc differently and not stacked:

1) Alchemist's Boon = 25% chance to gain 1 charge
2) Gear + Flask = 40% chance to gain 1 charge
3) Skill Tree = 25% chance to gain 1 charge

Very silly...
