Can not complete endgame quest

My second and third characters can not complete the first quest you get when you finish the campaign "Legacy of the Vaal - Speak to Doryiani".

I have completed this quest before with my first character, but I made a second and a third character. On those I can not compete his quest. I talked to Doryiani several times, all the options shown, but the quest is still there.

Also, I wonder if this is why after more than 200 hours and hundreds of maps, I am yet to see a single citadel (I am mostly mapping on those other two characters).
