Artillery Ballista Skill Quality bugged?

While trying to reconstruct the damage formula for Artillery Ballista (still having problems figuring out 'Average Damage per Use' from Total Damage - even with Resolute Technique) I found something strange... so this is definitely a bug:
Skill: Artillery Ballista Problem: Quality for Gem might not work - neither from Skill Gem itself, nor from global (Gemling Legionnaire) It's either: The Quality not working, or not showing correct in Skill Description It shows no difference in 0%, 20% and 32% Skill Gems. Is it still not working? Also deliberation do not show tooltip damage. but heard thats a bug. 2 things to fix with that skill. I like the skill for pinning stuff down.
