lose global modifier with controller

Using cast on shock, when i put in lightning conduit into the skill i lose all the global modifiers. The damage numbers and mana costs reflect it. Swap over to mouse and keyboard and i get all the modifiers. Is it just a visual bug from the tool tip or am i really losing out on 6+ levels of a skill just for using a controller?
