Fix Sacred Flame Unique Scepter

Sacred Flame Unique scepter does not increase the damage of frost mage minions. Checked today using doryannis, -220 lightning res, and being near multiple bosses.

Unsure if it is working in general for other elemental skills, but not working for minions.

good someone made a report. its been bugged since its released. Tested and verified the
"Enemies in your presence resist elemental damage based on their lowest resistance"

thats the part that completely doesnt work
