Sapphire jewel bugged

The stat on the sapphire jewel (Increased Energy Shield From Equipped Focus) does not apply to the focus or anything I have equipped and unequipped them to check multiple times and my energy shield has stayed the exact same Im not sure if it happening to others but it does stop me from making my build better
