Zealot's Oath + Vitality or any % life regen items

Shouldn't vitality regenerate energy shield with Zealot's Oath? or is it some wording thing that makes it not work.
Also other items that use % life regen don't quite work either.
Having the life regen on items does work tho. just not he % ones.

Had same issue, but was using Titanrot Cataphract that disables regeneration
