[character] BUG: Arcane Surge is permanent on my lv24 Stormweaver and can't have Buff skills

Hi

I don't know how but Arcane Surge is permanently applied to the character and I can't use any other Buff type skill. I was using minions and when I use the portal to move to a place from town I got all my minions de-spawned and couldn't got them back.

I've unequiped/equiped weapons, removed every skill/gems... nothing

What do you need from me to check it? char name: StellaArtoiss

Currently the character is in the hideout with only a minion skill in it and still has Arcane Surge

One more thing, I did not have Arcane Surge on my skills when this happened. All the skill I had are on my inventory now (because I removed them trying to fix it)

Stormweaver's Ascendancy gives you this buff. You literally gave zero info - what buff are you trying to use, what minions do you have and where are they from, how much spirit do you have and do you have enough spirit for minions, but you just deleted the character. Well good job.
