Crossbow becoming one-handed and unable after firing bow

I fired a lightning rod in my hideout with my bow in item set two (also contains a quiver) when clicking the shot option for my galvanic shards, it switched to my crossbow but it was held like a one handed weapon and was unable to be fired.

Repro steps:
1: Enter hideout
2: Equip Crossbow in item slot 1 and Bow & Quiver in item slot 2
3: Equip Galvanic shards (shoot on Left click, ammo on R) and Lightning rod (Right click)
4: Fire the lightning rod
5: Fire your galvanic shards
6: Character is holding crossbow in one hand not firing galvanic shards but slow as if they are

Character: Mercenary (Witchhunter)

Happened with stormcaller arrow and shockburst rounds too

Was fine in maps so not the biggest deal
