Ingenuity Is Not Increasing Conversion Benefits

I have 0 nodes for buffing any elemental damage types and equipped:

122% Call of the brotherhood ring lightning to cold conversion
74% increased ring bonuses Ingenuity
and was expecting a 212% Conversion Ratio giving a 112% multiplier

Without Ring - lvl 13 arc - 342 top end dmg
With only Ring - lvl 13 arc - 365 top end dmg (not even a 22% multiplier)
With Ring and Belt - lvl 13 arc - 374 top end dmg (def not 112% multiplier)

If you have more than 100% conversion for a stat, the conversions will be scaled down to 100% total. Note that skill-based conversion is calculated before other forms of conversion.

Example:
Skill deals 100 physical damage with 60% of physical damage converted to fire (inherent to skill)
You convert 100% of physical damage to cold, and 50% of physical damage to lightning
100% cold convert gets scaled to 66.7%, while 50% lightning convert getss scaled to 33.3%.

First step of conversion: 100 phys -> 40 phys + 60 fire
Second step of conversion: 40 phys -> 27 cold + 13 lightning
You deal 60 fire, 27 cold, 13 lightning damage.
