Polcirkeln sapphire ring

Enemies chilled by your hits can be shattered as though frozen.

I Feel this ring is bugged I'm doing cold damage I have chilled effect increases, but I'm not seeing them Shattering plus exploding from ice herald. Maybe I'm doing something wrong? But as it says enemies chilled by your hits can be shattered as frozen so should trigger ice herald, it's a very interesting ring could open different build styles if it worked as I think it suppose to as I'm reading it the way it sounds to me. 🤔
