DLSS and XeSS upscaling is greyed out

I tried W11 23H2, W11 24H2, even W10, latest Nvidia driver (572.16) and it's still greyed out. I temporarily managed to restore DLSS by changing poe2_production_Config line to upscale=DLSS but it's greyed out again and I can't restore it. I'm playing through Steam if that matters.

XeSS is also greyed out. Only bilinear, NIS and FSR are available.
